That's pretty scary shit considering how rusty it all looks. The padlocks I think are some form of traditional blessing/wish making ceremony that the locals do.
I saw something similar on the ''Amazing race'' when they hosted it in China.

I hope that they have proffesional rescue services in china. That route has got to generate far more rescues than a volunteer based outfit can handle! Super scary!
