If this is a new route it constitutes illegal bolting.
You need to get a permit and follow procedure.
Access could be jeopardised for other climbers.

If Gus is talking about the route I think he is then it isn't very new. I believe it has been there for a few years already as you can see the bolts in the photo of Happy Hooker in the 2015 Western Cape Rock. I don't know anything about the quickdraw, but I'm curious about the route. Do you know who bolted it and how hard is it do you think?
