Question 1: If a person wanted to get from Stellenbsoch to CT (City Centre) by 07:30 in the morning, what time would you leave Stellenbosch?

Question 2: To miss out on traffic completely, what time would you leave Stellenbosch?

Probably leaved 06:00 to be safe. I used to go in from tygerberg side every day to town...If anything goes wrong on the road you're screwed.
To miss traffic completely...just stay in Stellenbosch

FYI, Google Maps arrive by feature is your friend...

But from personal experience, to arrive at 0730, leave by 0530-0600
There's no traffic if you're on the road by 4.30-4.45. It then takes about 45 min.

Googles Arrive by Feature doesn't appear to take into account (accurately anyway) the congestion of traffic that one would encounter !?

I think it does, but go with the worst case prediction, not the best.
